Part 1: Introduction to Municipal Employees Benefit Program (MEBP)

MEBP Administration

The interest of MEBP’s members, employers, sponsors and other stakeholders are represented by the Board of Trustees, the Investment Committee and the Audit & Risk Management Committee.

A Joint Board of Trustees oversees the administration of MEBP and the investments of the Pension and Disability Income Plans. The Board Consists of:

  • Four trustees who are appointed by the Association of Manitoba Municipalities (AMM) to represent municipalities, and
  • Four trustees to represent the employees:
  • One appointed by the Manitoba Municipal Administrators Association (MMAA),
  • One appointed by the Canadian Union of Public Employees (CUPE), and
  • Two elected by the Members, from the Member.

The Chair is elected by the Trustees and alternates between employee and employer trustees.

The Board has delegated the day-to-day administration responsibilities to Coughlin & Associates, Employee Benefit Specialists. Coughlin & Associates Ltd. is a People Corporation Company.
